David Hertzell was appointed as Law Commissioner for commercial and common law on 1 July 2007. His appointment was extended to 31 December 2014. He will be succeeded by Stephen Lewis on 5 January 2015 (further details to follow).
Mr Hertzell began his legal career as a trainee solicitor with Davies Arnold Cooper (DAC) in 1981 and was admitted as a solicitor in 1983. DAC made Mr Hertzell a partner in 1989. He became managing partner in 1992; a post he held until 1996 and again from 1999 to 2006. Apart from his management responsibilities Mr Hertzell specialised in professional indemnity, reinsurance, captive insurance and regulatory issues.
He previously chaired the Airmic (the UK risk managers association) Captive Insurance Focus Group and was a member of the BSI drafting committee on risk management. He is currently vice president of the British Insurance Law Association and Chair of the CII Professional Standards Board. He is a pension fund trustee and sits as the independent member on the audit and risk committee of the Judicial Appointments Committee. He has writen several articles on captive and commercial insurance and contributed to books on these topics.
