The report makes recommendations for reforming the law relating to the publication of local authority inquiries into the delivery of important social and other services when things have gone seriously wrong. It recommends that the defence of qualified privilege (under the law of defamation) be abolished, and also recommends courses of legislative and administrative action that would better enable local authorities to address matters of serious public concern.
